R.J. was always going to investigate Victor Ochoa's murder. Emi's arrest incentivized him to make it a priority. If he didn't solve the case quickly, she would have accepted a plea deal for a crime she didn't commit. The roles have been reversed for R.J. and Emi. She now stands wrongly accused. She's being framed for murder. With enough motivation from those conspiring against her, she could spend years in prison. That's the fate she delivered to R.J. She did so on her father's order. She's been trying to make it right ever since. R.J. doesn't hold that over her head anymore. He doesn't want her to give up on herself. She's lost. She doesn't know who she is. She no longer carries the idealism of her youth. She's inherited her father's real estate empire. That's not what she's passionate about. Her only true friends are the people connected to R.J. They proved her innocence. She's grateful for all that they did. Everyone gets a chance to contribute to the investigation as well. It's not just R.J. doing all the work. He remains the central character. However, he's not the only one who cares about getting justice for Emi. Everyone feels properly motivated and willing to accept any potential blowback that comes their way. The narrative is evolving in that regard. It's trusting the contributions of the ensemble instead of resting on Scott Speedman's charms as R.J. to carry everything.
Just because R.J. was going to investigate doesn't mean he's willing to accept the deal from Mr. Agostine. He knows this figure represents some of the corrupt figures who lined Victor's pockets. A lot of strings would be attached to the money he accepted. That included not involving the police whatsoever. R.J. had to work the case within the system in order to prove Emi's innocence. He couldn't trust these criminals to do the right thing. They seek to punish the person responsible for disrupting their smuggling operation. Victor was paid to object to any bill in the Florida state legislature that would increase inspections at ports. That would allow guns to be bought in the United States and then smuggled into Haiti. He was choosing to let one gang be armed. That also carried the consequence of R.J. and Mel getting shot at with a rocket launcher. They survive. The person they interrogate is incompetent. That makes it striking when he too gets involved with framing Emi. His involvement provides the clue that reveals the true killer.
District Attorney Janis Lake killed Victor. She couldn't let him use the secrets he had to escape punishment for his crimes. She also couldn't let him continue to operate freely. She took justice into her own hands. He got her elected. It should come as no surprise that anyone who accepted Victor's endorsement would also be corrupt. That's how the system operated. Victor built an empire on people he owned. He demanded favors from them constantly. He accumulated this influence. It wasn't enough to establish a healthy personal life. He wanted to mold Emi in his image. His murder has left her even more shaken than before. It was traumatic when she simply confronted him for the many heinous deals he brokered. And now, she feels betrayed by another friend who operated within this system. It was a personal slight because Emi was blamed. Janis chose her. She had to close the case to satisfy the criminals new to town demanding answers. The pressure got to be too much for her. That's when she started making mistakes. That's how she was caught. The vandalism at her parents' pickleball court didn't match the damage elsewhere. She retrieved the gun not knowing the connection to her would be obvious.
R.J. didn't want to send Janis to her own death. He knew precisely what Agostine would do with her. He couldn't have that on his conscious. Yet he also establishes a form of respect with Agostine. Wish warned him immediately about the guy. That only intrigued R.J. He feared he would be punished for also disrupting the smuggling operation. That doesn't occur. Instead, he turns down Agostine while asking for a favor. It leads to the crime being solved. Everyone should be satisfied with the conclusion. The mystery wasn't dragged out any further. It had to be resolved now due to the peril immediately placed upon Emi. She was arrested. She was willing to accept a deal. That required quick and bold action. This case could have formed the narrative spine for the season. That would have meant multiple suspects were introduced. It's a little less personal by having it wrapped up now. Janis was only briefly introduced prior to this reveal. This is the first introduction of the unsavory types Victor was aligned with. It's succinct enough to feel satisfying. That also opens things up to a bunch of new possibilities moving forward as this case no lingers over the heads of the characters.
